New regulations for 2023
The informal economy is nowadays not only a problem for developing countries, but also a dilemma for the most developed countries that justifies combating it.
In the fight against the informal economy, in its simplest terms 'tax evasion', the "Action Plan Against Informal Economy" for the period 2023-2025 was launched yesterday by the Turkish cabinet. The ultimate goal is to ensure sustainable growth in the economy for optimizing income distribution among the population, avoiding tax losses and increasing sectoral competitiveness.

The Ministry of Finance's action plan for 2023-2024 is as follows;
- The rental agreement will only be drawn up and entered electronically via the existing E-online system to support the decision-making process between the parties and to carry out risk analyses. No value will be attached to a rental agreement outside the online system. Deadline is the end of 2024.
- The use of the Instant Payment System (FAST) will be expanded.
- There will be a Product Tracking system for food production. In the context of illegal fruit and vegetable trade, the integration of the Wholesale registration system is being promoted.

- New measures will be taken to combat the smuggling of tobacco and alcohol products and fuel.
- Labor legislation will be renewed; new labor models such as flexible working and remote working are being included in the legislation to curb unregistered work in this context.
- The giro payment of wages will become mandatory.
- Competing in the public tenders is not made possible for the employee who employs non-registered employees. The same applies to government subsidies.
- Cashless payment options will be encouraged to reduce the use of cash.
